Motor timing help

Motor timing help.
So I thought I would start at the beginning to be sure that the scale for the timing was correct. So to find top dead center HOW? I've got the spark plugs out. Still can not turn the motor over HOW? It also seams when I 'm close to the scale that piston is not in the right location. I have move the distributor that when I can read the scale that I have run out of room for the lock down bolt. Of course the motor runs at all the settings?
