You do have the added market of the 1939 - 1947 2wds on the windshield frames but still a smaller market than other brands.
I know from the stuff I made it comes down to time and cost. I was going to make something for myself anyway and if it looked easy enough I'd do dedicated tooling to make them repeatable.
Most of the time your lucky if your tooling costs(drill bits, taps, steel, grinding/manufacturing supplies) get covered on small runs. Throw your time in making them and you'd be better off working at McDonalds. For me it is the factor of it's time I COULD be working on my truck.
2 words for anyone who wants to argue that it wouldn't take much.....
