If the amount of tires from China is not great, why did he need to invoke a clause in the trade agreement that said American workers were harmed by Chinese imports. According to the article 16.7% of tires sold in America are made in China. That doesn't seem like a huge amount to me, compared to all the other industries where China totally dominates the market, but I guess the difference is that the tire factory workers have a union (the United Steelworkers) and Obama listens to them.
