I put one on my own winch, but I made the bracket. When it didn't line up I blamed my bracket. But I ground the Chinese part to suit.

As I recall, the pivot hole in my homemade steel bracket is not on center with the two bolt holes. Is yours? Or maybe turn it over, if it is off center it may move in the right direction?
