choke problems

looking for advice as to where to start. my truck won't run at anything under half choke. I have a vacum guage on it and all things look normal. Runs at about 20 steady and drops to about 15 briefly when reved and coming right back to 20. I have two sediment bowls but don't think that should affect it. I haven't done anything with the oil bath air filter yet. I know someone out there has had this and found the fix. Thank you
