That is a possiblity but would be very hard to do. Most phone networks are IP and they would be shut down. Also there are very few internet providers left that do allow modem dial up. You would have to make sure your web site resides on a server that is over seas. If they shut the internet down they most likely would cut all overseas calls as well. Setting up a dial up account on a provider over seas would be hard to do once things were shut off.
The only saving thing is like someone else said a lot of business works via the internet now and that in itself would create a big problem if Yobama would shut it off.
