Power Ram Rear Spring Mounting Bolts Seized

Hi Guys, I have a question on a problem that I'm sure someone on here can answer. I'm a firm believer in trying to do things properly and ending up with the least amount of collateral damage.

This donor truck was a very rusty 4WD 1992 Dodge Cummins Power Ram that spent most of its 200,000 mile life with a snow plow on salty roads here in PA. I have the truck stripped down to the bare frame with only the rear crossmembers and rear springs remaining in place. Prior to the removal of the rear axle I was able to remove the RR rear spring mounting bolt by soaking it with Kroil and spinning it in place with a 3/4" impact wrench and a 6# hammer. It took well over an hour to remove this one spring bolt. I went ahead and then removed the rear axle thinking the spring mounting u-bolts may be causing the mounting bolts to be drawn at a slight angle causing them to bind. The rear axle did nothing in aiding the situation. The problem seems to be a small amount of corrosion trapped between the bolt and the spring sleeve. I tried the candle wax method on the bolts with no luck. There is no way that I can get an 1-1/8" wrench to spin the front mounted bolts of the rear springs to turn, even when bumping with a 2# brass hammer. I do not want to destroy the mounting brackets by torch cutting. I know spring shops must deal with things like this. So aside from dragging the frame outside and burning out the rubber bushing with a torch, what are my remaining options? Any tips appreciated as I need to get this phase completed so I can get the 2WD crew cab frame into the garage and converted to 4WD using these components.
