So, it sounds like those who want to get this information can do so, whether or not the numbers are displayed openly. Yes, I have a firewall and antivirus.
My wife works for our ISP. We know where all of the towers, NIDS, and satellite dishes are. It is interesting just how inaccurate the IP locators appear to be. Here is a map of my IP from http://whatismyipaddress.com/. The location is about 13 miles from me, and much further from my ISP. I have lived here all my life. I have the satellite photo zoomed way in, but I know exactly where that location is. It is the middle of a corn field, and there is no tower there.
