I wonder if NY has a better rate of compliance than WA, with their stricter rules. I tend to doubt it makes much difference because if people are going to drive without insurance they can still simply cancel their insurance as soon as they get their plates. They'd have to have some big database cross-linking all the insurance company records with the DMV registration and driver's license records to provide real-time tracking of who currently doesn't have insurance. And then they'd have to actually have cops go out and issue citations to the uninsured people and/or remove the plates from the cars. The way government is going, I wouldn't be surprised if they do that someday, or even require remote control devices in new cars so the DMV can "turn off" the uninsured ones, but for now, there's nothing to stop people from driving without insurance and even without a license, until they happen to get pulled over for some other thing. Even now, this woman is still driving without insurance. Her incentive to get it is that if she does, the judge will reduce her no-insurance fine from $550 to maybe $200, but that's the only leverage they have.
