The needle valve attached to the float controls fuel into the bowl.
If there is too much pressure from the fuel pump it will unseat the needle valve causing the bowl to overflow.
2.5 to 5 lbs of pressure should be more than sufficient.
Make sure the needle valve and seat are clean without corrosion and also that the needle valve seats correctly.
The tang to which the needle valve is connected may need to be adjusted (bent) so that the fuel level is kept at the correct level.
