1937 Dodge Firetruck Popping

A coworker of mine recently bought a 37 dodge fire truck that at the time wouldn't run. Well I helped him get it running it turns out the previous owner installed an electric fuel pump and the pump was overfilling the fuel bowl. I bent the tab on the float and got the level looking okay but in order to stop the fuel flow the entire float is submerged. It now idles great like a proper flathead dodge six and pulls 1st and 2nd okay but in third gear it pops kind of like a backfire. I believe the fuel pump is putting out too much pressure and as a result I have the float set too low so that at idle the fuel stops but under high load not enough fuel can get past the fuel pin. Does this sound right? He thinks it is unrelated to the engine an that the noise is from the pto drive, which on this fire truck is something like a divorced transfer case, it is a small gear box that can send power to the pump or the wheels. He believes the pto teeth are not engaging and that it is slipping. Any body ever hear anything like this. Any other ideas? Sorry for the long post but this drivetrain looks very much like my M37 so I thought someone here might be able to help.
