My Dodge Service Manual, pg. 2-30 under ASSEMBLING AXLE SHAFTS AND STEERING KNUCKLES lines 11-19
11. Position hub and drum on spindle.
12. Install outer wheel bearing cone and adjusting nut.
13. Adjust hub bearings by spinning the hub while tightening adjusting nut until hub will not turn.
14. Loosen nut so hub will turn easily with just a slight amount of end play.
15. Install lock ring and lock nut.
16. Tighten locknut. Bend lock ring over locknut to assure proper lock.
17. Retest adjustment to insure that wheel hub is free to rotate.
18. Install drive shaft flange with a new gasket.
19. Install lock ring in groove on splined end of shaft.
