I live in Maryland and found out there is a Catch 22 in my state. To get a new title you have to have a title to reference. The law says if you don't have a title you have to basically sue the state to order them to give you one. In other words you need a lawyer...big expenese.
I used Broadway, no problem, although it took awhile due to a backlog at their end.
Go on their website and call them, they should know the rules for PA. What one state allows may be totally different from the next.
