No seat belt needed if the truck did not have them from Factory. PA inspection does not look for that. only if it came that way. My boys were brought up using seat belts. always puts them on. I was brought up in the back of a 67 Chrysler Town Country station wagon and never were them. The Dodge Boys. Have Fun Be safe out there.
