How about rigging up some type of surge brakes? They are quirky, but may work for you. I rented a car trailer years ago with hydraulic surge brakes, just sucked to back up. I ended up pushing the trailer (empty) up hill in reverse with all 4 wheels locked. Gotta love that 90 Dodge diesel I had.
