The vehicle can only be 25 yrs old or less. It has to have a certain MPG rating. This is found on the government web site. If the vehicle qualifies then it can be clunkered. Not all vehicles can be clunkered and not all NEW vehicles can be purchased. Your mid 70's truck was not there as a clunker as it was too old.

They drain the oil and fill it with a silica mixture and run the motor until it seizes up. I have heard this mixture really detroys the motor inside to a point it cant be rebuilt. I have also heard someone refer to it as liquid glass and things turn solid inside the engine after the deed is done. I am not sure if this is 100% correct or not.

The motor and drive train cannot be reused. Certain parts on the car can be taken and resold and the rest is crushed.
