You mentioned that you replaced the water pump. Are you sure you used the correct one for a 251 motor. The one for the 230 is different. Sorry, I don't recall the part numbers right now.
If you still have your old one and it was working, you might try putting it back in.
My 251 runs a little hot, just a bit to the right of center, but it never goes any higher.
