Diesel mileage

A good friend has a 01 W2500 and fuels up here in the Panhandle of Texas and goes to Colorado his rig shows 14-15 on the overhead. When he gets to the higher altitudes of CO. his MPG goes into the low 20's. He asked me to ask you guys if it could be a bad O2 sensor. Any ideas?
