new wheel cylinders, still leaking!

I bought all new wheel cylinders for my WC 1/2 ton from one of this sites sponsors. He even sent me a replacement after one of the original new ones leaked.
I just can't get that new right rear "1 1/4" one to stop dripping! Even drips with no pressure on it. Pucks fit tight. Tryed honing for a few seconds, new cups, honing again. ARGH!
Guess I'm going to have to mic it. Stainless steel sleeves? Is this a quality control issue?........Thanks, John
