One whole side low sounds like push rods too long, just barely. Or maybe wrong lifters, too long.

Or Very Likely, maybe the valves and seat were ground on that head, making the valves sit deeper, without trimming the ends of the stems, making them too tight? You can measure the valve lengths of each head for comparison. They are usually measured from tip of stem to spring seat on the head. Or mabybe by comparing the combustion side, you can see the one side is deeper?
