Crossmember repair

Like many the third crossmember (forward of the rear axle) has some bad corrosion at the ends, the big heavy flaking kind. I'm not sure if I should try and remove the crossmemeber, clean it up, weld on some new thickness to the thinner areas, and bolt back into place; or just try and do the repair in place?

I'm reluctant to start cutting all those rivets and bolts, and the strange rivets on top of the frame are tough to get at with the support rail on my frame. On the other hand removing the cross member should allow for a better repair and I can get the crossmember blasted and painted inside while it's out.

Looking for opinions/suggestions. Thanks.
