You didn't mention the engine, but if it is not frozen, it is probably worth the $400, if only as a core. I bought a 230 some years ago to rebuild, and it cost me $450 plus shipping (and turned out to be so worn out it couldn't be rebuilt). I still have lots of parts and accessories from it, and learning doesn't come cheap these days, so I am OK. You are correct that the sheet metal is worth the most, and if you can use the front fenders, they are worth the $400. I would offer to get rid of it for the owner, then go up in price from there if necessary. Just my 2 cents worth.
