52 M37 overheat

The engine of my M37 was overhauled 10 yrs a go. At that time two 12v fans were installed on the radiator. 18 months agor a new radiator core was installed and the M37 ran at 190 degrees. Within the last year I replace the heat exchanger/air intake gasket. The water was drained at that time. In the last 3 months the M37 runs at 220-230 degress. I removed the thermostate and it still runs at 230 degrees. What do I check next and in what order based on cost and work hours. How do I know if water pump is working? When removing the thermostate, I ran the starter but no water came out of the 1 inch water pump hose. I'm looking for any help you can give me. As you can see I've been chasing this heat problem for a while.
