I'm not sure ball bearings are always better. They have less friction and are less susceptible to dirt, but bushings (sleeve bearings) are more compact, cheaper, and will withstand severe shock loads better. That's why greased bushings are still used on lots of slow-speed heavy duty applications. I think if a block has a hard steel shaft running in a bronze bushing with a zerk and grease grooves in it, it's high quality and will last a long time and take a lot of abuse. If course if it's just a steel shaft running dry in a hole in a fairly thin steel frame, it's pretty much an "emergency use only" sort of thing.
