That is your problem. The early 2wd bracket has different spacing then the later one. All the later brackets that mount to the engine use the bracket you have in pieces to mount the horn to the engine bracket.
The engine bracket you have mounts directly to the horn. Send it back to VPW and ask for the right item.
It is possible the early PWs used that engine bracket, I have not seen enough 46 WDXs with original horns, but that horn and bracket do not go together.
