To remove the broke off fasteners, squirt what you can with penetrating oil. Then get a piece of steel flatbar from the scrap iron bin, at least 1/4" thick. Drill through using one drill size smaller than the broken bolt. Place the flatbar with the hole directly over the broken bolt. Arc-weld the broken bolt to the flatbar by filling the hole with weld bead.

After it cools, tap the flatbar with a hammer to back out the broken bolt. The heat from welding is usually enough to unsieze the threads. This is assuming the fastener broke off flush or just above. Foul language will speed the process. Good Luck.
