I had the exact same problem with mine, and after taking the thing apart 10 times, and finding nothing wrong, blowing parts off with compressed air and STILL it dumped into the manifold when I hit the electric fuel pump, I got pissed and hit it with a hammer where the fuel line attaches. Evidently, the float was sticking wide open in a bind situation or whatever. OR if you are not hung up on keeping things stock - a carb from a Chevy truck (circa '65 or so) is a very close to exact bolt on. I did this on another PW I had. Worked great too!
