No, you're not going to blow your 318 at 3,000. Even a high-mileage engine is probably safe to 4,500 occasionally.
Your rpms sound about right for the speeds.
Have you checked your timing to see how consistent it is? At the mileage you mention, probably the timing chain and gears need replacing.
Have you checked your oil pressure? If you've got good pressure and consistent timing, you're good to go.
Last summer I was drag racing a '68 Barracuda with a 318 with 117,000 miles on it.
