i would get a good complete cowl and swap the whole thing out. left to right and front to back. your welds would be at the natural horizontal seam of the lower panels to the cowl. that way you can be sure everything will line up. you could paint and soundproof the underside before reinstall. i think lack of paint was the cause of failure to begin with.
