Torque at the tires is multiplied up/down by any gearing existing between the power source and the wheel. One can always increase/decrease torque at the final drive merely by changing the gearing. It's the power that can't be increased beyond what is being made by the engine. Accurate numbers for the gearing/tire size is required to accurately compute the HP when using a chassis dyno.

One can take a 5HP Briggs and Stratton and get 660lb.ft. at a final drive just by gearing it for that target. It'll still only be 5HP though.
