Tanks are the easiest thing to drop out. I assembled my bed onto the truck, left a couple bolts just hanging, for a few months until I dropped the tank to r&r the sender. Piece of cake.

Make your self a router jig from a scrap chunk of plywood. About a foot square erso. Make a hole the right size near one corner, leave room to c-clamp it to boards. Use a hole saw or circle cutter in a drill press. And use a uppper-pilot router bit. That is one with a bearing above the cutter, on the shaft. Or some router bases have an optional guide 'pin' in the base.
