I have rebuilt my own Monarch pumps. The bearings and seals are commonly available and I have the pump plates and gears surface ground at a local machine shop.
Grinding the sides of the gears and the mating surfaces of the plates parallel, and down to new metal, will usually bring back pressure. By design, pressure loss occures from wear at the sides of the gears. Very little is lost due to wear of the gear teeth.
