Any gap between the rim and the flange will cause those bolts to break. That gap must be addressed.
They are G8 only, like wheel studs.
I agree that the rust you see is in the stress fracture - they are not rusting through.
I've had the same issue with my H1 beadlocks; breaking on the highway only. Went to another brand of bolt and so far no more breakage. Painted the tip of the new brand bolts to see which ones were breaking. I keep a few in the glove box for field repair.
