230 oil plumbing

I got the notion that I could handily drain the oil filter, by simply removing the oil pressure regulator cap and spring, which I thought would let the oil drain back into the sump and into my oil bucket without making a mess. I pulled the cap and spring, and the oil stayed in the filter can. I can't figure why this should be. It's not a big deal, since it's easy enough to suck the oil out with a syringe, but it's got me puzzled. Any idea what's going on in there?
