You have a good spark, yet it wont fire on ether, not even pop. Crank and you have fuel flowing, timing looks ok. Your not new to engines, so for now lets accept that timing is ok. Engine sat over winter since last running was last year. You have fuel ( gas and or ether, and spark, yet no fire. This immediately brings my thoughts to two things you should check. It should fire on ether !

Its possible that you have valves that have stuck open. Not open to the extent of no compression and very fast cranking, but rather open just enough to really lower compression. You need to do a compression test. You can not base your life on a compression test as many variables come into play such as lube in cyl, cranking speed etc. But a compression test will give a indication of the valves. Also as you mentioned it may not be cranking fast enough. Even with all required conditions met ie; Fuel, Air, Spark, a low crank speed will not fire a engine. Some manufactures tell you below a certain crank speed, the engine 'can not start'.

My suggestion is to do a compression test, with and without oil squirted in each cyl. Also verify your crank speed is proper.
