In Alberta the crown owns the majority of the mineral rights. Anyone can purchase the rights and if they are sucessful in obtaining a surface lease (disposition) they can enter on the land to conduct operations. There is legislation and criteria pertaining to the operations and reclamation of the land following abandonment.
And yes arial electromagnetic or resistivity surveys can detect magnetic or chemical composition anomolies.
