Maybe I am not getting the right picture, but the 2 rivets have to be doing something. Rivets arent so pretty that Dodge put them there just for their stylish good looks! Like already posted, removing them and replacing them with a flat head, (countersunk) bolt would be a good option. Or, maybe relmoving the rivet and plug welding those 2 holes up. You wont be really popular with the guy who someday needs to replace the bracket though.
