If it's just the yellowish color you're after, that's not the cadmium itself, but the chromate conversion coating that's commonly applied to cadmium plated stuff. I'm pretty sure you can do a chromate treatment on bare steel, and there are more small shops that do that than do true cad plating these days. If you don't mind messing with carcinogenic chemicals you could probably even do it yourself. I've never tried it myself, but I knew I guy who was doing chromate coatings on a commercial basis basically in his back yard with plastic buckets and a clothes line. The results looked fine but I don't think the EPA would have thought much of his methods.
