I have not inspected a lot of Chrysler equipped Hobart welders, but what you describe is what I would expect to see. If the overflow pipe appears original with a nice factory cut on the end, no fitting or threads of any kind, and no single or double flare, I would suspect it to be original. On the other hand, a coolant recovery tank on a stationary engine would make perfect sense. One would work even with a non pressurized system. Non pressurized would probably be correct.
