engine misses at high speed in fourth

This is a 1968 WM300 with the 251. In fourth at about 38 mph the engine runs very rough and if you give it more gas it quits. It has the Sandwich Velocity Type Governor. In third it will run with no roughness at rpm far higher than in fourth. Suggestions for a fix anyone?
