It may not be made of steel. A magnet test will determine if it is steel. It might be made of "pot metal". He could try painting it, say flat black, then over spray some red primer. Experiment with a scrap of some sort before painting the switch. You can also get Signal Stat signal switches in black. Just some things to think about.
