A friend of mine used to be in charge of airplane painting for a large US airplane company located in the Seattle area. He said most of the repainting was being done overseas (Indonesia I think) where they had no EPA or OSHA. Stripping the old paint is hard because they use a catalyzed epoxy paint on planes. To strip them, they park the plane on the edge of the tarmac and a bunch of guys in light clothing and sandals commence swabbing it down with buckets of methylene chloride. They have no protective gear, not even a dust mask, and the paint/solvent residue just runs off onto the ground. He didn't say what the paint-stripping guys get paid, but somehow I'm thinking it's probably less than in the US.
