You've doing all the right stuff. I think your problem is how you have it wired, where is the solenoid? You should have:
• Generator F&A terminal wires to voltage regulator F&A terminals.
• Voltage regulator “B” terminal wire to ammeter “+” terminal.
• An ammeter “+” terminal wire to push/pull switch.
• Push/pull switch wire to “-” side of coil, then wire from “+” side to distributor.
• Ammeter “-” terminal wire to solenoid.
