Assuming it's not a power booster issue, figure out where the high pressure is. Back the push rod out until it's sloppy. Crack the fitting on the MC and see if pressure comes out. If so, problem is probably in MC even though it's new. Make sure the tiny bleed port is unclogged. It doesn't take much to clog it. If no pressure at the MC but brakes are still locked up, figure out which one, either by jacking up the axles, dragging the truck on gravel, or loosening the bleeder valve on each wheel cylinder until you find one with pressure in it.

As a general rule, if you replaced a part to solve a problem, and the problem is still there, that part probably isn't the problem, but if you replaced a part for some other reason, and a new problem appeared, that replacement part is suspect #1.
