Can't sell to upgrade, got to improve the one they own?

There have been four re-pos on my block. They seem to be selling for 1/3 off the high. So, no, I don't think it is a matter of investing in real estate. I think it is a matter of, if the owner wants a better house, he'll have to improve the one he has. No more real estate profits to enable the buying of bigger houses.

But the landlords don't seem to have the money to fix up their rentals. A couple of those are looking pretty seedy. Hmm, maybe they are talking to contractors too now?
