If you are worried about the bolt through holes being oversized, and things moving around if the nuts loosen, you can always dowel the parts together at assembly. The bolts will do the work of clamping and the dowels will do the work of aligning.

Do what we do in tooling, one part gets a press fit hole for the dowel, the mating part gets a slip fit hole. It makes it nice down the road if you want to remove the crossmember (or bracket) from the frame for whatever reason. When reinstalled, the part will line right back up perfectly. This is the key to having one part press fit and the other slip fit.
