Having done a few MACK frames I can assure you unless bolts are installed by line tapping they will not be as strong as rivets, and that the grade 8 or higher bolt will erode the frame hole over time or be chewed by the frame.

Rivet holes are not straight holes, they are tapered to provide additional tightening as the rivet cools. Placing a bolt into a rivet hole is the beginning of a problem.

My preference would be to leave the frame riveted as it is and employ either a phosphoric acid treatment properly or a chelation treatment to deal with the rust. I'd probably opt for the phosphoric for the benefit of the iron phosphate layer chemicly bonded to the steel over a primer merely sticking to the steel.
