The "underground" firearms in your state are perfectly legal firearms in my state. The firearms of the "average citizen" of any state could become illegal by a simple vote of the legislature, and now he's a "suspected arms dealer". We'd like to assume that they're only practicing arresting a Jihadist Arab terrorist who happens to be secretly selling RPGs and SAMs out of his suburban Iowa home, but that's not what the article says. The exercise seems to me to be more about learning how to conduct warrantless house-to-house searches of Americans, and learning who will cooperate and who won't, than about actually arresting the suspect, which by the way is something the Guard isn't supposed to be doing anyway.
