In addition to all of the good advice given below, I must ask if you have a governor? Either the style of governor integral to the carburetor, or the sandwich governor between the carburetor and manifold? These can become worn or broken but the usual source of malfunction is the result of a previous owner fiddling with it to the point that it is totally out of adjustment.

A properly governed 230 L-head should be able to maintain a constant 3000 to 3200 rpm. The actual road speed that these rpms would net depends upon gearing and tire size. You can hook up a cheap hand held tachometer to check your rpm while driving.
