TM 9-8030 in section 138 on page 204 says to plumb in a T fitting at the carb inlet and measure there. Pressure should be 4.0 to 5.25 PSI.

Under Troubleshooting, section 86 Fuel System, page 87, Engine Does Not Idle Properly or Misfires on Acceleration is the note that the fuel filter may be restricted. So, having one psi of pressure would be a very good substitute for this.

A faulty fuel system will throw off ignition and carb adjustments. Make sure the fuel system works properly before adjusting the ignition.
